Procurement Rules Adopted and Contract Register Published

The Procurement Office of the Velocity Interoperability Network today adopted the procurement rules that govern every purchase made by a department or office of the Network. The rules rest on six principles, set four value thresholds and prescribe the procedure that applies at each: a single written quotation below 5,000 credits, three quotations from registered suppliers between 5,000 and 24,999 credits, open tender with twenty-one days' notice between 25,000 and 149,999 credits, and open tender with thirty-five days' notice and a three-member evaluation panel at 150,000 credits and above.

The rules replace the interim procedures under which member organisations bought during the transition period from 10 August to 5 September 2026. They provide for framework agreements of up to three years for recurring supplies, a standstill period of ten days between the notification of an award and the signature of a contract, a register of interests for every evaluator and a written procedure by which a supplier may challenge a decision.

The Office also published the contract register. Every contract awarded on behalf of the Network with a value of 5,000 credits or more is entered within five working days of award, with the supplier, the buying department, the procedure used, the value and the term. The register opens with the six contracts awarded during the transition, with a combined value of 632,500 credits.
