Statistics
The Procurement Office of the Velocity Interoperability Network publishes statistics on the tenders it issues, the contracts awarded on behalf of the Velocity Interoperability Network, the suppliers on its register and the time taken at each stage of a purchase. This first release covers the transition period from 10 August to 5 September 2026, during which member organisations bought under interim procedures, and records the position of the Office at its establishment on 6 September 2026.
The figures are drawn from the tender records kept under the interim procedures, from the consolidated approved lists of the member organisations and from the Office's own register of contracts. Figures for the transition period are provisional and will be revised in the first quarterly report where late returns are received from member organisations.
The position at establishment. The figures below record the Office at the point of establishment.

The 734,000 credits above is the buying departments' combined estimate of the value of the seven open tenders over the full term of each contract. It is a measure of what is being competed for, not of expenditure: the sums actually contracted will be known only as the awards are made, and are expected on the register from the second half of October 2026.
Activity during the transition. Before the Office existed, purchases needed to bring the departments and offices of the Network into being were made under the interim procedures agreed on 10 August 2026. The activity recorded under those procedures is shown below, divided at the mid-point of the period.

Four of the six interim tenders were published in the first fortnight and closed in the second, which is why no contract was awarded before 28 August 2026. The rise in enquiries between the two halves of the period follows the circulation of the consolidated supplier list to the businesses on it.
Competition and timeliness. The figures below describe how the six interim tenders were conducted. They are the baseline against which the Office's own performance will be reported each quarter.

Twenty responses were received to six tenders. One tender, for catering at Central Exchange, attracted a single response that did not meet the specification and was not awarded; it will be re-tendered in the second round. Excluding that tender, the average number of responses was 3.8. The Office regards fewer than three responses as a signal that a specification may be drawn too narrowly, and reviews any such tender before it is repeated.
The tender round now open. The seven tenders published on 6 September 2026 fall into two value bands, and the band settles the notice period and the size of the evaluation panel under the procurement rules.

The supplier register. All 214 suppliers on the register at establishment were carried over from the approved lists of the member organisations. No application has yet been received under the Office's own registration procedure, which opened on 6 September 2026.

What the quarterly report will contain. From October 2026 the Office reports quarterly on the following.
- Tenders and responses
- Invitations published, tenders closed, responses received and the number of responses found non-compliant, with the average number of responses to each tender.
- Contracts awarded
- The number and value of contracts awarded, analysed by buying department, by category of supply and by the procedure used, together with the value awarded under framework agreements.
- The supplier register
- Applications received, registrations granted and refused, suppliers suspended or removed, and the number of suppliers listed in each category of supply.
- Timeliness
- The average and longest time from the closing of a tender to the award of a contract, from award to signature, and from signature to entry on the register; and the proportion of invoices paid within thirty days.
- Challenges and exceptions
- Challenges received during standstill periods and their outcome, purchases made from a single source with the grounds relied on, and variations agreed after award.
Schedule of publication. Reports are published in the month following the end of the period they cover and are announced in the Newsroom.
